Federal Skilled Worker Program
Express Entry is a new system that manages applications for permanent residency under three federal economic immigration programs including:
- The Federal Skilled Worker Program
- The Federal Skilled Trades Program
- The Canadian Experience Class
Provinces are also able to recruit from the federal pool by using their provincial nomination programs. This is designed to meet the labour market needs on a provincial level.
The Express Entry Pool is the first stage for any skilled immigrant who wants to immigrate to Canada. After first becoming a member of the Express Entry Pool, you are then assessed based on different criteria such as: skills and experience; education; spousal or common law relationship among others. Each candidate will be assessed and ranked, and ultimately, the highest ranking scores will be chosen and invited to apply for permanent residency and immigrate to Canada. The scoring system is based on the Comprehensive Ranking System, which gives each candidate a score out of 1,200. The points received come from the four areas as listed above (a detailed breakdown of the Ranking System and your eligibility will be explained and made available to you during your consultation period which can be conducted either by visiting our office in Port Coquitlam or via Video Skype). Each candidate will be determined to be eligible if they can meet the requirements for one of three federal economic programs, as well as if they have created a job match account with “Job Bank”. The employers check job bank to look for workers with particular skills and then match prospective applicants with those jobs.

Quebec Skilled Worker Program
Quebec Skilled Worker / Professional applicants intending to reside in Montreal or another city in the Province of Quebec are selected based upon a different set of criteria than applicants who wish to settle elsewhere in Canada. Applicants who are successful under the Quebec Immigration selection system are issued a Quebec Selection Certificate.
To qualify for a Quebec Selection Certificate, Skilled Worker / Professional applicants must score enough points under the Quebec Immigration selection system below. A single applicant must score at least 49 points based on the criteria below. An applicant with a spouse or common-law/conjugal partner must score at least 57 points. Up to an additional 6 points may be awarded upon the interview for Adaptability. With these points awarded, a single applicant must score a minimum of 55 points. An applicant with a spouse or common-law/conjugal partner must score at least 63 points.

After being accepted and receiving the Certificate of Selection of Quebec (CSQ), Quebec Skilled Worker applicants must then successfully complete medical and security examinations conducted by the Canadian federal government in order to be granted a Canada Permanent Resident Visa.
Quebec Skilled Workers are not assessed based upon the selection factors of the Federal Skilled Worker Program. Citizenship and Immigration Canada acknowledges the selection of applicants who meet Quebec immigration selection criteria.

Provincial Nominee Program
In Canada, provinces have the ability to choose and nominate applicants for immigration according to the provincial economic and labour market needs. Each province sets it’s own immigration selection criteria. Most of provincial programs mirror federal immigration classes, such as skilled workers and international graduates, family and business class, although providing more flexible and faster alternative to immigrate.
Provincial government deals with assessment of applicant’s qualifications, while federal government makes assessment regarding medical, criminal, security admissibility to Canada after the applicant is being nominated by the province.
